Family & Medical Leave Insurance (FMLI) for Your Business

In the absence of a federal paid leave program, states are stepping up to the challenge and partnering with insurance companies to make paid leave accessible to workers and their families. In December of 2022, the state of Vermont selected The Hartford to help them make a wage-replacement benefit available for Vermont workers, without imposing a new tax on employers or employees.
Because Vermont’s program is non-mandatory – no law requires employers to provide paid family or medical leave.  Vermont’s businesses can choose whether to add FMLI to their slate of employee benefits.  And once they’ve decided to offer paid leave through The Hartford’s insurance program, they get to decide how the program is funded. It can be employer-paid, employee-paid, or a combination of the two. FMLI from The Hartford is optional, flexible, and customizable with certain minimum standards.
 
Vermont’s Family and Medical Leave Insurance (FMLI) fills the gap between the job protections of the federal FMLA and/or Vermont's Parental and Family Leave law, and the reality that most workers cannot afford to take leave without wage replacement.
 
FMLI plans will provide an income replacement benefit to covered employees who take a qualified leave from work.  The leave may be  continuous, intermittent, or on a reduced work schedule basis.
With one of the lowest unemployment rate in the nation, Vermont’s labor market is among the most competitive. Employers in Vermont know they must offer meaningful benefits to attract top talent. Paid leave can also be a powerful tool to hang on to valuable employees over time. Without FMLI, when employees need to care for themselves or a family member, they may consider a job change rather than take unpaid leave.
There are two product offerings available to employers. An employer can choose to offer either Family and Medical Leave Insurance (FMLI) or standalone Family Leave Insurance (FLI) to their employees.
Businesses that take advantage of FMLI from The Hartford have options when it comes to paying for the program. The insurance can be paid for by the employer, by the employee, or the cost can be shared between the two. Some companies, especially small businesses, may find they need to keep their overhead down and will offer FMLI to employees who choose to pay for it. Others may choose to pay for employees’ coverage as a way of attracting talent and ensuring that employees have and use the benefit.
The Hartford’s program is designed to integrate with existing employee benefits an employer may offer, such as short-term disability (STD) or other salary continuation programs, and the employer has flexibility to determine how FMLI and existing benefits may work together. Essentially, FMLI and FLI can be used to “top up” and/or wrap around other benefits.
Employers can work with their insurance brokers to craft an FMLI or FLI plan that fits their coverage goals and their budget.
