Family & Medical Leave Insurance for Your Vermont Clients

In the absence of a federal paid leave program, states are stepping up to the challenge and partnering with insurance companies to make paid leave accessible to workers and their families. In December of 2022, the state of Vermont selected The Hartford to help them make a wage-replacement benefit available for Vermont workers, without imposing a new tax on employers or employees.
The Hartford will rollout FMLI in Vermont in a three-phase process:
 
  • Vermont State Government Employees: This phase began in July 2023 and provided nearly all Vermont State Government Employees with 60% wage replacement coverage for up to six weeks’ leave.
  • Employers: This phase will begin in July 2024, and will expand the program on a voluntary basis to Vermont's private employers and other non-state public employers with two or more employees.
  • Individual: This phase will begin July 2025 and will allow all Vermont workers, including self-employed workers and those whose employers do not offer FMLI as an employee benefit, to purchase their own FMLI coverage.
Family and Medical Leave Insurance (FMLI) and standalone Family Leave Insurance (FLI) are new, non-mandated insurance products available in Vermont. In contrast with several other states' programs, the Vermont program offers a less complicated structure than statutory programs and allows the flexibility employers need to choose a plan that works for their business and their employees. The employer chooses the options, and the employee chooses to participate.
Vermont’s Family and Medical Leave Insurance (FMLI) fills the gap between the job protections of the federal FMLA and/or Vermont's Parental and Family Leave law, and the reality that most workers cannot afford to take leave without wage replacement.
 
FMLI plans will provide an income replacement benefit to covered employees who take a qualified leave from work.  The leave may be  continuous, intermittent, or on a reduced work schedule basis.
The Vermont labor market is competitive, and as more companies begin offering paid family and medical leave, those that don’t could be less attractive to prospective employees and may find their existing workforce considers a change when they face a challenge in family circumstances, such as the birth of a child or a serious illness.
